MTUC Migrant Forum

In order to give effective voice to the millions of migrant workers in the country and to enable MTUC
to authoritatively represent them, the MTUC TDC 2010 unanimously adopted the following resolution:

NOTING that the extend of exploitation of migrant workers in the country is on the rise, and

FURTHER NOTING that migrant workers are often denied the right to join a union, and Migrant                                domestic workers' situation is far worse due to lack of any kind of legal
                               safeguards; hereby

RESOLVES to establish an MTUC Migrant Forum to give the two million workers a legitimate channel
                  to voice their problems and issues.

Although some of you do organize migrant workers as members, numerous restrictions imposed by the Immigration authorities, employers and labor suppliers, an overwhelming majority are not organized. With the above mentioned resolution, MTUC Migrant Forum will be operational.


Objective of the FORUM:

To identify and document problems and issues of migrant and migrant domestic workers and submit to the Ministry of Human Resources and Kementerian Dalam Negeri. The Forum will register migrants and domestic workers and have regular communications to identify their problems. Periodically call and meet the migrant workers and migrant domestic workers to attend too and get updates from unions.

The trade unions have long been advocating, pressing and asserting the protection of migrant and domestic workers at national and international levels.

In order to give effective voice to the millions of migrant workers in the country and to enable MTUC to authoritatively represent them, the MTUC at the last Triennial Delegates Conference unanimously passed a resolution to establish an MTUC Migrant Forum to give the two million workers a legitimate channel to voice their problems and issues. The migrant/domestic worker has little capacity to effectively negotiate for just and decent wages.

Thus their issues, concerns and problems can be voiced out through this Forum. This Forum will constitute of MTUC leaders and General Council members who volunteer and are keen to address issues concerning migrant workers and migrant domestic workers.


The Forum will then become an authoritative voice of the Migrant and Domestic Workers
