AG's Report: Pawe misused RM95,200 in govt grant allocation

PETALING JAYA: The 2016 Auditor-General’s Report has found that the Activity Centre for Older Persons (Pawe), which falls under the jurisdiction of the Social Welfare Department (SWD), had misused a government grant allocation amounting to RM95,200.
The report, which was released today, said the misuse was by lending out the grant to the supervisor and NGOs who managed and operated the centre.
It said no application was also made for the over-expenditure of another RM46,733 during procurement of equipment and supplies for Pawe.
It added that the audit, which was conducted between September and December last year, also found that a total of RM70,688 of expenditure by Pawe was not in accordance with the guidelines and that no application was made for such expenses.
As such, the Auditor-General Tan Sri Madinah Mohamad has asked that an internal investigation committee be set up to look into the misuse of the grants and trace back documents which were not submitted for audit verification.
“In the event of negligence, stern action should be taken against the officers involved,” the report read.
SWD is a department under the purview of the Women, Family and Community Development Ministry.
Other weaknesses highlighted by report on the ministry included weaknesses in the cash distribution of the Senior Citizens Assistance Scheme (BOT), where RM300 is provided per month to eligible targeted groups.
As such, the report recommended the ministry, through SWD, improve the monitoring of aid and services programmes for senior citizens.
